I live out of state and chose Cascades because of the low price and location. I lived at the apartment a couple days a week for six months and was home in another state for the weekends. I never decorated or moved any furniture into this apartment other than a bed. I mention this because I was charged for nail holes in the walls, repainting the apartment, and carpet cleaning. I never hung anything on the walls, never spilled anything on the floors, I have no children and no pets. On my move-out day I paid a cleaning company to clean the apartment (they washed the windows, deep-cleaned the carpets, cleaned everything!) and then I asked the staff to do a walk-through with me, which they refused. I suspect they refused to inspect the apartment because they knew I was leaving the area and they would be able to lie about the condition of the apartment. A couple weeks after I moved out they claimed they repaired nail holes, repainted the apartment, and had it cleaned. They charged me for all of it.

Listen to all the other reviews and don't rent here. It doesn't matter how well you take care of your apartment, they will try to rob you.

Join the club. We had to pay for the new carpet, though stains were left after the previous tenants and registered in move-in inspection. We also called a pro cleaning company to wash carpets and bathroom. Managers warned us that we violated some regulations... and showed us the move-out memo which we never saw before. They also tried to fine us for late key return, though we gave keys to the manager in person 2 days(!!!) before lease end. We warned them about a small business court and they had to back up those charges. Overall, Cascades is a fun place to live. You can't sleep at night, you can't take day naps... you have double fun when you move out.
