Management is greddy.

Apartment manager is all smiling when you move in. Moving out is a nightmare. Even after leaving the apartment in better condition than when we moved in, we hardly got anything from our security deposit. He'll point out to a speck on the wall and charge few hundreds for it. Don't waste time cleaning and recleaning your apartment when leaving, you'll only be left with heartache and disturbed peace. About maintenance - the less said the better!
