Make No Noise, Keep Emergencies To Office Hours.

When I moved in around June 2007, things were good. Great manager who helped solve problems. The old maintenance guy was a complete slacker, but the new one actually fixes things.
Things have gone down-hill since the new manager arrived. I have never had problems with anybody for 1.5 years here before the new manager arrived [problems got solved quickly, not created quickly]. With the new manager, however, everything is a problem. The new manager's name name begins with "R"; I'd spell it out but I don't want to violate the posting policies here.
The new manager, R___, is an extreme stickler for an apparently new "absolutely no noise what-so-ever" policy. With R___ here now, if I watch a low-noise DVD at a normal volume with the window open... I'm "making too much noise". My fiance walks by and says she can't hear anything; R___ the new manager walks by... and it's "too loud". Be warned: if you want to listen to music, watch TV or watch a DVD... NEVER open your windows or you will call the wrath of R___.
All this, of course, and nothing is done about a neighbor's alarm clock sounding off for hours on end each morning [as if it's trying to wake the dead]. You figure it out.
Also:
Don't ever lock yourself out of your apartment after office hours. There is NO support for this after office hours and there will be NO response from the emergency number. My neighbor had this happen to him and I let him sleep on my couch for the night after -- I counted -- 17 voice messages left at Peartree emergency number over 4 hours. The following morning I called the office about the situation and R___ said that there is "no after-hours support for being locked out of your apartment". Luckily, my neighbor randomly ran into the new maintenance guy the morning after, and was kindly let back into his own apartment. But think about this: What if a plumbing pipe had exploded' What if the building had collapsed' A fire was started from something cooking'
Also:
Never use Freecycle while living here. The new manager hates it when you leave things for pickup outside your door and will warn you about it. After doing this for 1.5 years here with no complaints from anybody [the old manager, neighbors, guests], the new manager R___ rips a new one.
Conclusion:
The new manager is taken straight from a Seinfeld episode; substitute soup for normal noise, Freecycle and Emergency Response. If I didn't know better, I'd think she's from the East Coast.

Hello, I live by your apartment, you live in building 5 correct? I heard the noise several times from yout tv and your tv is not normal noise it is constant i have reported to Romika (manager) several times even as we speak today for instants, you need to your stupid TV down at all times it is Obnoxious and i can't even hear my tv when yours is blasting off, please respect everyone instead of pin pointing to the manager, i have complained about several times that is why she is taking actions.

What do you think about asking in person? People discussing and working out problems face to face is often more effective.

Dear Resident,
We understand your concern(s) about our management style; however, we would like to take this opportunity to clear any frustrations that you may have. As part of living in our community and sharing walls with other homes it is very obvious that sound travel, upon move in our community policies very clearly state,?? Resident shall not make or allow any excessive noise in the unit nor permit any actions which will interfere with the rights, comforts or conveniences of other persons. Resident shall refrain from playing musical instruments, television sets, stereos, radios, and other entertainment items at a volume which will disturb others.??
As for services available to our residents, if anyone is locked out of their home they can call a locksmith to get access to their home. We do not consider this as an emergency and would suggest you have a backup plan if were to be locked out in the future. As for other maintenance related emergency an on call technician is available to assist.
