Horrible heat apartment

It is extremely hot in the summer, especially in the upstair units, because the roof is flat and has no roof tiles. The indoor temperature is 15 degree higher then outside. You CAN NOT set up air-conditioner. The only way to solve the heat is take shower. mgFDbN4-dhkSMZ7zRmVH
