very bad management, iritates peoples, but good gardens

Years at this apartment: 2000 - 2009
we lived there for 9 years and recently moved out; they were treating nicely when we moved in, few managers were good; but recently, it is all cheating management, raises rents frequently, lots of bug, very noisy, poor schools. But very good gardner in this apartment; they don't have any curtesy while moving out; charges are very high while moving out, when i checked with others who moved out, they say, they make sure you don't get back to your security deposit or charge more if possible;
