bad management: but where is good mgmt.'

Years at this apartment: 1999 - 2002
 
I agree with other reviews here.

1) bad mgmt. (but that seems similar to
other apartments, I have lived in)

2) too many -------, who are not nice,
aren't considerate, keep there apartment
in bad condition. (but that seems similar
to other apartments in bay area)

NOTE: I am indian (not native).
