Very Expensive, Continual Rent Increases w/Major Slip in Quality

We lived in the Knolls from 1995 to 2003. It is definitely one of the best apartment complexes I've lived in. Maintenance was very good and responsive. But the continual rent increases we experienced every time our lease was renewed were exhobitant. While we were there, management even figured out a way to charge for rent in a creative way by charging for outside utility cost based on a complex formula that they are unable to explain. The last few years that we lived there, the quality of the people they let move in seriously slipped. I think because the rent is so high, more groups of unrelated people are moving in together there, vs. it being a family complex as it seemed to be when we first moved in. The last downstairs neighbors we had were a group of shiftless, young people who played loud music and had loud parties at all hours of the day and night. Our walls even got cracks from the noise! Management was worthless in helping us and couldn't tell us status of their "help" (eviction, notices, etc.) due to legal reasons, but wanted US to do their dirty work of documenting the problem, calling the police, etc. I gave a "Yes" to whether I would recommend this apartment community to a friend, but it is a borderline "Yes." I've lived in so many apartments that I know this one beats most of them that are in a 20-mile radius, but I would urge anyone considering moving in to seriously look at the downside of this complex.
