I recently moved out from this apartment complex. However, I have lived there a considerable period of time, long enough to know how bad things have gotten.
Before the new owners bought the complex in December of 2007, the management was not great but tolerable. The new owners made the old owners glow by comparison.
A number of things happened quickly:
First, the security disappeared. We used to have security guards on patrol every night and I could find them and ask them to address a problem such as a noise complaint. The new owners insisted that they still had security and that it was better than before. However, they admitted that the security was on the premises only on certain nights and, if they were, they were never anywhere to be seen. As of now there is no security at all and if you have a problem you have to call Turlock police who can take more than an hour to address the problem.
Second, in order to save money they reduced the maintenance staff. As a consequence the complex has become dirty with garbage left all over the place.
Third, they reduced landscaping. As a consequence the lush lawns that used to be present throughout the complex have become a muddy mess. The lawn is so poorly kept it would fit in perfectly in front of a foreclosure property.
Fourth, they now permit anyone to have a dog on the premises after charging an exorbitant fee and a monthly charge. The problem with this is that most people don't clean up after their animals and you very careful where you step.
Fifth, the staff is pleasant enough but are generally incompetent. It takes forever to get repairs done and the poorly paid staff is not knowledgeable about the law.
Sixth, and this is one of the most infuriating things they did, shortly after they took over they raised my rent over 20% and made everyone pay the same rent. When I pointed out that I should be given a break for loyalty they responded that that would be discrimination which is nonsense. Again, they are not knowledgeable about the law.
Seventh, the old management had someone living on site and you could call an answering service that screens calls for this person in the middle of the night if you had a problem. With the new management all you can do is leave a message and hope that someone will get back to you. One night the fire alarm went off and continued to ring throughout the night because no one was available with the key to turn off the alarm.
Eight, parking is a nightmare! Because of the location of the complex there is little parking on the street and people have to park illegally in the fire lanes. So if you want to park in the complex if you have an extra car you often have to park illegally.
Ninth, the units are poorly constructed. At present a construction company owned by the owners is tearing down all the dry rot and replacing it. However, there doesn't seem to be any rhyme or reason behind what they decide to tear down and replace. It appears that the owners make money by buying troubled complexes like this one and making them over with the hope of reselling the complex. At least that is what one of the construction workers led me to believe. Also, the dry rot is so bad we have had mushrooms growing on our living room carpet!
Finally, this complex is extremely noisy! There are a lot of CSU Stanislaus students living there and they do like to stay up late and party!
Believe me. There are many better places to rent in Turlock then this dump!
