I've lived at Windsor Court for two years now. Personally, I've found the office staff to be very helpful and attentive. Parking is sometimes an issue (of course; it's right next to the university), but I've seen the manager out in the lot several times having the unauthorized cars towed. I saw a few VERY SMALL roaches in the apartment when I first moved in, but I haven't seen any more in over a year. There's always a security guard in the parking lot at night, so I always feel very safe. The insulation is not that great, so your electric bills will be pretty high. Excellent location if you're a CSUS student.
