Being charged pet rent, yet can't even have visiting pets

I've living in numerous Archstones, and I would be completely satisfied with this one if not for one thing. My fiance, the father of my child, has brought his dogs by three times total, and then I was told no visiting pets without paying the regular deposit and full pet rent. Then the dogs could VISIT. Okay, fine, made me mad, but whatever, I rearranged my budget to have the money available by the middle of November and to start paying pet rent in December. After our baby's born, with my anxiety issues, it would help to be able to see animals sometimes.

But then I found out last night* that I've actually been paying pet rent and it's been added to my lease without my consent nor even notifying me. So Wednesday I'm told I can't have them here and threatened with "legal paperwork" if they are here again, yet I was already paying for them to be here!! I'm paying for something they won't let me have!!

I sent an e-mail to the main office (to keep things in writing) to ask how they justify charging me $100 per month in pet rent when they won't even allow pets to visit me with their owners. I haven't heard back. Tomorrow I'm taking the issue up with corporate. I refuse to pay the price ($1,200 over the course of the lease) if even visiting pets won't be allowed. If they'll allow the dogs and strike the deposit at this point (between what they've already charged between when I moved in and what will be paid until December, that would cover the deposit for dogs who aren't allowed to be here in the meantime), then I will gladly continue to pay the pet rent. If not, then I will consider legal action due to paying for something I"m being denied.


*There are a few utilities that are charged in addition to rent. At my previous apartments, this was over $100 per month, so a charge of about $130 for these utilities didn't seem odd to me. Turns out those utilities are very inexpensive, so I completely missed that $100 of the charges were pet rent. This is how I didn't know.
