Cheap for California, but you still don't get what you pay for ...

The one thing this place has going for it is the friendliness of the staff. The staff always at least appears to try to do the right thing, and I do think they genuinely care. The problem is the people who live / commit crime here.
Parking. VERY UNSAFE TO PARK OUTSIDE THE COMPLEX! You get one assigned spot then the open parking is for residents only. This would normally not be a problem, except that the illegal immigrant population of this place is insane, there are multiple families in tiny 1br units using upwards of FIVE PARKING SPOTS. If you get home at late and your roommate is using your spot, you have to park on the back street. Don't. Just drive around the lot until you find a spot, even if it takes 12 hours. You WILL be harassed, mugged, possibly raped or carjacked if you park outside. If you make it home alive, you will return to find all of your windows broken and your car stereo and rims missing, or possibly the whole car missing. The neighborhood is the worst thing about this place. Look it up in ARJIS, the crime here is ridiculous and the Vista sheriff dept is worthless. 15 minutes on hold for 911!! FIFTEEN MINUTES!!!
Noise. Almost acceptable during the day except the constant Spanish shrieking of the little immigrant children allowed to run unsupervised all over the grounds and in the parking lot. Every evening it sounds like a mariachi band is in every apartment building playing full blast with bass at 120%. Good luck sleeping soundly here.
Grounds. Relatively well upkept, however there was one railing broken the day I moved in with sharp, rusty edges that was never fixed during my 9mo lease.
Safety. Read the parking section, that combined with the undocumented immigrant population makes this a very unsafe neighborhood. Many juveniles loiter around the lot well past midnight as the "security patrol" drives past not even glancing.
Construction. Walls seem to have been repainted dozens of times. Do not use sticky things instead of tacks on these walls. They will pull a good 6" diameter of improperly applied latex paint off. Many finishing nails are sticking out through bottoms of counters and carpet. Bathtub has been improperly repainted. A/C and heater units look like the first units ever invented, and they do NOT clean the air filter. It's a pain to get the cover off to do it yourself.
Maintenance. They were usually there to fix problems within - a few days. They never fixed that railing though, never fixed the entry gate so that it worked on a consistent basis, and used the wrong knob to fix the heater unit missing a knob in our unit. When we got our unit, there was trash everywhere and they told us to just "throw it away". The maintenance people obviously didn't finish cleaning up the place. They came back days later looking for their broom. Sorry guys, it's gone.
Staff. They seem to care, are willing to make slight concessions in terms of payment times, and was instrumental in getting the lazy local USPS guy to come out and open package box H whose key did not work and became stuck in the lock.
Overall. Compared to other obnoxiously California priced places in the area, this is a lot cheaper. I still don't feel that for the 1125/mo I paid for a 2br I got what I paid for.
