I lived at Archstone Walnut Creek for 3 years. I gave notice and moved out. They came up with $2900 in charges out of thin air. I refused to pay and they sent the bill to a collection agency. Now its on my credit report. This is criminal fraud and extortion. They really need to put these crooks in jail.

Having been told by the new operations manager that since I am not happy at the community that I need to find a new home and that I do not have to complete the rest of my lease, I find this extremely disturbing.

You cannot refuse to pay a bill. What happens if you refuse to pay your electric bill because you don't agree with the charges? Pay the charges and then take them to small claims court. If the charges were 'out of thin air' like you say then it will be easy to win. If the manager said that if you aren't happy living here he is willing to waive your lease term, that is nice of him! Why is that disturbing??
