Feel sorry to rent this apartment

Years at this apartment: 2006 - 2007
 
Water, sewer, and trash cost almost $60 per month which is not included in the rent. The location is noisy, very close to a busy street. I don't feel very secure because of open entrances and exits. The owner is very difficult to reach and deal with.
