Manager is ok, maintenance person has major issues, property is ok but aging, walls are paper thin, plenty of better options for same price nearby.

Every building is individually owned and could have different maintenance vendors. The Resident Manager doesn't represent all units in the complex. Some owners have performed extensive upgrades and keep their units meticulously maintained.
