Earthquake Safe'

Years at this apartment: 2007 - 2009
 
These apartments, built in the seventies, stand on concrete stilts over one and two floors of open parking garages. Open ground floor buildings like this collapsed in San Francisco during the Loma prieta earthquake. They need retrofitting. Mention this to the homeowners association. I cannot make headway.
