Look I don't live here, but my wife and I have friends who lost their house and moved in this complex, needless to say they are ready to get the hell out....first of all their are a ton of feral cats everywhere (that people feed), and the entire area smells like feces. The central green yard that the kids "play" in is like a swamp due to faulty sprinklers...and about those kids, they run around yelling most of the day...

We went and visted our friends a few days ago, and they informed us that their are sexual predators living in or around Tiffany Manor, and they are going to leave since they have a young child (check the website)

the area itself has always been horrible, i've lived in west sac my entire life and that area has been the armpit of west sac for quiet sometime... Ghetto apartments infront of it, ghetto motel behind it...

my wife and i thought about moving there, until we went by enought to see how horrible the place really is
so if you want a cheap apartment, dont care about feces stench, annoying kids and predators as neighbors go for it.

The feral cats DO NOT POOP on the property. They are feral...afraid of hanging out here. There are several small dogs owned by folks who live here. Those dogs are allowed to poop wherever and the owners often don't pick it up. However... If you notice the smell of feces perhaps the plumbing in this particular apartment has a problem. The apartment complex does not smell of feces.

it smells like cat pee, i know, we had feral cats around my house as a kid...i'll never forget that smell, and it wasn't sewage....my friends are clean freaks....inside the apartment smells great, but walking up to it was horrible...and the cats arent afraid of coming close to the apartments because tenants feed them... I'm not trying to scare your tenants or future tenants away, I'm reporting what I have seen... and smelled.

I know from previously living at Tiffany Manor that there are alot of stray cats that wander and yes, people do let their pets just go potty all over. The complex has always had plumbing problems. If you see a large amount of water in front of the complex in the street, you know that a water pipe bursted again. Once it was so bad that people had to go to the hospital and be evacuated because of the plumbing odors.
