BEWARE! Dodgy management, old and noisy place.

By far the worst situation I have ever encountered in my renting life! We were very ripped off by the apartment manager, who has lied since we moved out and evaded all forms of contact.
We moved from a rural community to the LA area in January on short notice, and this was (unfortunately) the first place we found. At first it was fine. The manager takes good care of outside of the complex.
The apartment itself was OK - damp, with poor heating and poorer air-conditioning, we were to find out. The tiles in the bathroom were broken, the walls were cracked throughout, and the "new" kitchen cabinet veneers started bubbling within weeks. We were assured that they would be fixed promptly, as would the broken blinds and the lack of backsplashes in the shower - none of which were ever repaired. The wall-to-wall windows in the bedroom that seemed like such an asset actually prevented us from even sleeping in the room, as they faced a busy road and a fire station. We were warned not to ever use the garbage disposal because it would ruin the neighbor's sinks, as well as to never call a plumber, but call the manager - who would never come, though he seemed like a decent guy.
The first problem came when the warm weather started. Suddenly we faced 14 to 15 children who screamed from 2:00pm on, ran around the pool, pushed each other around, skateboarded and scootered around the complex corridors (including upstairs), cursed like adults, and played Rock Band until 1:00 in the morning.
The biggest problem came when we decided we had, had enough of the noise both night and day and put in our 30-days. All was fine until we moved out and turned in the keys, at which point we never heard from the manager again. On the 25th business day after we turned in our keys, we called him to see what was going on with our $950 security deposit. He blocked or didn't answer ANY calls until we blocked our caller ID, and then said it was in the mail. When it didn't arrive, he said "it had been mailed to the wrong address" and he had just resent it. When it still didn't arrive, he said that if it didn't arrive within two days, call him and we could pick it up from him directly. Of course, it didn't arrive and he wouldn't pick up our calls - this was 40 days after we had vacated. When we were finally able to contact him, he said he would leave the check under his doormat. Imagine our surprise when we found a check left for $300 out of our $1000 deposit and had only lived there 5 months.
We looked at the receipt, and found he had lied about the date we moved in, lied about the date we moved out, and most importantly, had LIED about the amount of our deposit! He marked down that we had only paid him $800, when we have receipts of the full $1,000 deposit. We are STILL battling with him for our $200, not to mention the $160 he charged us for "touch-ups" within the apartment.
Without the lying and mistreatment that characterized the move-out, this would have been merely a very noisy and dank first apartment in LA - however, it has turned into a nightmare of constant phone calls and consistent lies on the part of the management.

I know what you mean. We have had a lot of problems here. We had black mold growing in the bathroom. I would suggest that no one should move in these apartments. The rent is too high. The manager is always wasting water. He does not do the repairs in a timely manor. It is a noisy place and it is very dangerous to try to drive out of the driveway because you cannot see the cars comming.
