Talk about misrepresentation. We've only been here a week, and hope to see improvement

Years at this apartment: 2008 - 2008
What can I say. The model Brad showed us was tiny but nice. He said we would have the same floorplan, but not the upgrades like new appliances seen in the model. Talk about misrepresentation.
Our unit was not available to see, because it was not cleaned yet. How convenient for them.
The day we signed our lease, with Kelly, the Property Manager, the apartment was still not avaialable for viewing, and would not be until after the leasing office closed. Again, how convenient for them.
We walked in the next day to find a completely different unit: broken and stained cabinitry, inoperable plumbing, stains on carpets, walls in disrepair, broken window treatment, mismatched dented appliances and electric plate covers, enamel gone from the tub, one less window in the large bedroom, paint splatter on everything, trash debris in the hallways and laundry room, and much more. A list was provided to the property management, the next morning, and ignored for the whole day until I called just before the leasing office closed.
The maintenance manager, Sean, works at two locations, but unfortunately, never seems to be at ours. He has had his assistant, Don, jury rig the plumbing and ordered parts. After a reminder, he is replacing the broken cabinetry. He is very nice, and even loaned us his appliance dolly after he forgot to remove the frig, as promised by Saturday, to make room for ours, but seems to be too busy to really address our issues. The window treatment was repaired, however, with non-matching parts.
In addition our neighbors won't even respond when we say "hello" or "good morning." All we get is to overhear the not-so-quiet comments about the "Gringos" moving in, as we walk away.
Our first day of moving, while we were throwing away a boxspring in the rollaway, because it would not fit in the apartment, the police followed us into the complex and harrassed us in the parking lot. We showed them our identificaiton and our parking permit, proving we were residents, but they still had to detain us, run our identification through their system, shine flashlights in our eyes, embarass us in front of our new neighbors, and ask irrelevant personal questions. To top it off, they blocked the parking lot to our building, even after they had asked us about four times which unit was ours, so we had to park a distance away and walk to our apartment. I told Sean, but he didn't seem to really care.
I also just learned our 18 year old daughter was approached by a man, in broad daylight, in the adjacent park and asked if she wanted to "get faded." After googling it, we now know faded means drunk. Nice...real nice.
We are in a bind financially, so can't just walk away; but I plan to be a regular pain, to get what I was promised. It shouldn't surprise you, I am pretty angry.
I can hear Kelly sighing, when I call, already. No wonder she uses a wrong number on her correspondence. The numbers are transposed, and the incorrect number is disconnected. Again, how convenient for them.
