Steady decline into Ghetto-ville

First, I have lived at the Aventine for 4 years. When I first moved in, it was not a bad place to live. The management kept the common areas fairly clean and a majority of the residents had enough respect to pick up after themselves. Well, about a year and a half into our stay, management changed and the decline has become steady. There is grafitti in the stairwells. Quite a few people cannot seem to find the door on each floor marked "Trash". The class of people has gotten particularly bad. There has been pool chemicals sitting by the indoor pool for over a week (which must be some sort of health code violation and at least a safety violation). They do not seem to care who they rent to anymore. And, my rent went up $35.00 this past lease for all of this wonderful crap I get to deal with. So, I'm thinking, they must want to drive out all the old, good residents so they can turn it into "the projects" and get some sort of government funding or something. This is the only thing I can think of that would cause a nice apartment complex to become the s@#t it is today!!! Would I recommend anyone to move in' Well, I'm thinking... NO!
