My boyfriend and I have lived in Boulder off and on for over four years -seven different apartments between the two of us. Boulder is an expensive college town. Apartments here are not cheap ANYWHERE. Property management companies will rent almost anything in any condition because people will pay for it. Parking is usually an issue, along with noise and less than pristine living conditions. These problems seem to worsen the closer to campus you live. If you're willing to drive to school you can find something much better for less.
That said...
We live in the Phase II version at Canyon Creek. This is our second apartment here. It doesn't perfectly suit our needs, we'd like to live somewhere a little bigger, but that would cost a fortune. The bad reviews of these apartments are about the Phase I apartments, which I wouldn't recommend. Overall, this is one of the best places to live in Boulder. Go for Phase II -- The closer to the leasing office the better!
Pros: Big balconies, pet friendly, relatively quiet (I'm a grad student and don't feel too cranky), plenty of parking, nice staff, extra storage in units with balconies, CHEAP!, proximity to the Dark Horse, the bus line and campus, nice landscaping. There's a nice yard with a stream, we see ducks a lot. There is a pool, and volleyball court, but we've never used either -- they're on the Phase I side.
Cons: Tiny kitchen, no dishwasher, sort of small, older construction.
The bottom line is that if you are looking for new construction at a reasonable price then you shouldn't be looking in Boulder. This is a college town, there will be parties, noise, pot smoking, students and bad apartments. If any of these things bother you, don't LIVE HERE!!!!
For the combo of price, parking and general niceness Canyon Creek is one of the best deals in Boulder.

I live in Phase 1, 2915 Baseline Road vs. 730/50/70 29th St. I've been here since 91 which says something for the place. Very few problems, good location, enjoy the pool in summer and the lawns all year (sunbathe in Jan. sometimes). Quiet, few noise problems. Wi-Fi put in a couple of years ago. It was a disaster but they reconfigured it and it mostly works fine now.
