breaking lease'

Anyone know of people successfully breaking lease due to what has happened to our living conditions' I guess Boulder County tenant laws are the best in the state, but Colorado is the worst in country. I did read the following quote online:
"Unless otherwise expressly agreed, there is an implied agreement in every lease for real property that the landlord will refrain from acts or omissions which interfere with the tenant's right of peaceable enjoyment of the premises."

but as it says in the bottom, this is only for extreme cases.
I don't want to go around creating problems, I'm sure people know what the living situation has been like, if not all you need to do is read the posts here. We've put up with a lot here, I just wish I know what,if any rights I really have' I know it's probably almost over, but then it's just less parking, or paying over $1,000 a yr for a garage'' Is new windows and a pizza party really what we get out of all this' I apologize if I sould bitter, I'm just rather frustrated with the situation and the treatment. Plus just knowing that it's my money that's going towards this.
Any knowledge, tips or suggestions would be appreciated.
