A cheap place to stay

I stayed at a 3rd floor one bedroom apartment at the Birch for a year. In my experience the birch had some good things about it and some bad things so first I will start with the good. It is cheap, $435.00 for a one bedroom, the location is in a safe area with parks and open space close, and the pool is nice.
The bad things: the buildings are very old and there is a sickening stench of mold, rotting building, cigarette smoke and dog feces. The apartments are very dark when new people move in with plants they die, the vain attempts of putting them in the window are useless. It was like coming home to a cave that smelled sick and disgusting. They allow dogs so there is a lot of dogs and A LOT of dog feces; any piece of grass is a biohazard dump completely full of dog feces. The top floor was sleepable but I don t know about the bottom floors with the car alarms and people coming and going at all hours of the night. This place might be OK if you are a heavy smoker, heavy sleeper, have dogs and don t care about sunlight.
