Poor living conditions and very presumptious management

I moved into this apartment before the section 8 housing was allow, and even then the maintenance was horrible. The upkeep of these apartments were irregular and rarely ever got attention.
Now that they have opened up section 8 housing, I am moving out. They are offering cheap move in specials, but that doesn't compinsate for their poor management of these buildings.
The jacuzzi has been trashed, and was NEVER cleaned out so that it was usable. There is dirty diapers, beer bottles and other misc. junk in the bottom of it. The pool is poorly maintained, even though it is opened, and the insides of each building could use a good scrub with some clorox bleach and some disinfectant!
These apartments are not worth $700 per month like I pay, nor are they worth ANYTHING to anyone raising children!
There is too much crime in this area also.
