I lived there for 2 years and it was my very first apartment. The staff was very friendly and even let me sign a 3 month lease in the end when I wasn't sure where I was going to move to next for the same price I paid for a 12 month lease. I had no problems moving out. I got my deposit back right away and when Qwest was still charging me for electric when I moved out I wrote them and they promptly sent a reimbursement for that.
Yes there was some police around quite a bit but I never felt unsafe since it was usually domestic issues.
It may not be the perfect place for picky unhappy people but I liked living there.
