I've read the reviews, and I'm confused. I have not experienced any of the problems listed. Laundry rooms are locked, so I've never felt unsafe. I've never noticed broken lights in the parking lot, I've never noticed that the police were here at "an alarming rate." My maintenance requests have ALWAYS been processed within 24 hours. My heater broke after hours, and the maintance guy was there within 20 min! I've had minimal issues with neighbors noise, and only if they're outside on the balcony, I never hear noise from within the apartment. A polite request to tone it down stopped the noise from outside after hours. The apartments are slightly outdated, but considering how big the apartments are you can't beat the price.
