El Vecino is a very bad place to live.
They have a massive cockroach infestation. To combat this, you are expected to empty kitchen & bathroom cabinets for monthly (bi-monthly in the summer months) spraying which does no good, but keeps El Vecino within city codes. If you don't clear your cupboards they fine you. The roaches are everywhere, I used to have them crawl on me at night, and find them in my baby's crib. With the current codes, this problem will never be fixed, so don't expect it to improve.
We had no heat for 3 months during the winter of 2000, only call to code enforcement finally fixed it, since the office ignored us after a time.
Noise is a problem, and you can't go anywhere in the complex, including out to your car without being harrassed. Tenants are pretty much allowed to do whatever they want.
The halls are disgusting, and the utilities charged by the complex are outrageous (for water, hallway lighting etc.) The complex charges tenants for water for the lawns, then wastes hundreds of gallons a day with broken sprinkler heads gushing water into the street.
There are many gangs in the complex, but they never bothered us. Drug dealing is a problem. Customers drive into the lots all day and night, and honk their horns...you didn't want to sleep EVER, right' What does the office do' We saw a manager buying from a dealer.
The police are there all the time, but a call for shots fired had a 45 minute response.
To add to the joy, Monterey is an emergency vehicle route, and there were fire trucks and ambulances with sirens howling sometimes 6 to 7 times a day including the middle of the night.
Between the gangs, drugs, roaches, and pesticides El vecino is very unhealthy and unsafe, especially for children.
