This place is a housing project for low income families. It is a warm roof over your head and a better alternative than sleeping under a bridge; however, if you have other options (such as another housing project or section 8, low income housing), then choose that. There are bugs, old stuff that isnt really fixed the right way, and is only rigged up to break again. If you have no ohter choice, then of course it is liveable. You can definitley tell your in a housing project and not a regular apartment. you are treated more like a criminal than a customer. Good Luck !
