Back then the grounds were poorly taken care of and the apartments were pretty run-down. I never had any problems with crime or neighbors, and I actually lived there as a single 18 year old girl. My apartment faced the back towards the big park and I used to run around outside in the middle of the night with my friends and never ever had trouble, but the area has changed a lot since 99.
I would not recommend this complex on the condition of the building alone, it was pretty nasty.
