Apartemtns are, as a rule, only maintained between tenents, leaving some longtime residents without heat or properly working plumbing for years on end. I get the impression that threatening to call the City is the only way to get maintenance done.

And, of course, you have the materials quality. Window glass is single pane, unisulated, and often poorly sealed. Several exterior doors are hung improperly, creating large drafts in apartments. Many electrical outlets are improperly secured. Etc, etc, etc. Lots of corners cut here.

The only time I've seen any lease violations (particularly noise and unmonitored children) addressed is when multiple tenents complain loudly about a given situation for weeks on end (or after the police show up a few times and complain to management).

So long as management gets their rent on time, they seem largely content to ignore the building until the complaints pile up, at which time they make a half-assed attempt to address just enough problems to meet bare minimum professional standards.

The short of it is that, under different management, the aprtments could be haflway decent. Right now, they're bumping against the bottom of the barrel.
