Worst Neighbors ever

Years at this apartment: 2006 - 2007
 
I have to say this is by far the worse place I have ever lived. I have made multiple complaints about my mentally disturbed upstairs neighbor. She makes constant nois and I am unable to sleep. I have finally filed a police report because calling management was just a waste of my time.
