No Parking, No A/C Now rent increases

Years at this apartment: 2003 - 2006
Have lived here for 3 years,but now they want to raise the rent $85 for a small 1 Bdrm. This used to be a nice well kept place,but they don't enforce the rules. Tenants park in posted firelanes and most won't clean up after their dogs or let them run without leashes. Management does nothing even when you tell them. Grounds not kept up anymore. A/C never cools off the bedroom and the cheap carpeting needs replacing.
