Most of these problems are tenant related: it's the tenants that trash the building; it's the tenants that don't pick up after their pets; it's the tenants that party all night; etc. etc. Management are not babysitters and can't monitor the building 24/7. And as far as not understanding the terms and conditions of your lease''' Try reading it once.
This is relatively new and very affordable housing. In my experience, the rescue mission across the street does not present any problems - the people there do not bother anyone.
I would recommend Broadway Plaza - you can't find nicer places for the money. Management has been very helpful and responsive to me when I needed them - but perhaps that's because I follow rules and pay my rent on time.
