OK for the price but paper walls

The location is great: the complex has a lot of open space and is close to a large shopping area. The walls are thin, so your happiness may depend on how quiet your neighbors are; I have been in various situations over the years. Safety depends on how often you are willing to close the doors and gates that other tenants keep propping open. Cleanliness of the complex depends on the day of the week (trash pickup and laundry room cleaning days are very obvious). Fortunately they are trying to get rid of the geese that moved in a few years ago--they have been multiplying and with the drought, their poop was everywhere. It was disgusting and a health hazard, I'm sure. The office staff is slowly improving, maybe it is a sign of the economic times that they seem to be trying a little harder to be helpful. If they need to turn off the water or heat to fix something, they will usually hang a notice on your door the day before. The one thing that would keep me from recommending this place to someone else would be the total crapshoot involved in who your neighbors are--with these thin walls you will certainly know more about them than you need to.

When I was there, they subcontracted the utilities, but not to the city. Mysteriously, my bill kept getting gradually higher and higher every month, even though I rarely used my a/c or heat and did not change my habits. This was back in 2003 before the huge jump in oil prices. Are they still using that same shady utility company?
