Seems cheap, is very expensive

Years at this apartment: 2000 - 2005
 
You pay for trash, water, sewer, gas, and cable tv PLUS your rent. Due with rent.
Rent seems ok until you add the above items.
You have no control on gas bill even if you keep heat turned low. Central boiler makes hot water and heat very expensive.
Management sucks. Noisy neighbors. If you like living in dormatory, you will like it here. Managment could care less. Rent is raised every time it lease is renewed. After a couple of years a new resident gets a better rate than you do.
