New Management is trying to charge everything back

Years at this apartment: 2004 - 2006
 
The new owner is greedy and trying to charge everything back to tenant. For example, they charge a studio for more than $40 a month on water. and there are more coming including sewage, garbage. It is not like an apartment any more! I miss the old owner.
