I used to think very highly, until I moved in

I used to think very highly of this place until I actually moved in. Keep in mind that they retain 150.00 of everyone's deposit for "redecorating", but when I moved in, the place was filthy. The dishwasher was filled with about 3" of moldy water, the dryer had so much lint in it that it is basically unusable, nothing had been wiped down, no glass had been cleaned, etc. Ok, I can live with that. I had asked the management company before I moved in if I could add an additional cable line in the "den" area (the leasing agent said there was usually one available there) but since there wasn't, I didn't figure it would be a problem. Especially since I would have footed the installation on my dime. I also asked if I could swap out their standard thermometer with a programmable one. After all, with the rising cost of energy prices, who doesn't want to save @ 30% off of their electric bills' I have had one in every apartment I have ever lived in, and most of the 4 star apts have them already. Again, I did not dream this would be a problem either. I could not imagine that there would ever be a problem with this request, and had I known they were against both ideas I would never have moved in. I never did get a reasonable answer (other than no) to the cable install, and as far as the thermostat, not really there either. The only thing the maintenance staff said was that if the power went out, they had no way of knowing "the codes". The manager did not give a reason. First of all, I've never seen a thermostat that cared about whether or not the electric was on, and furthermore, most are self programmable to a default setting.
They state they have many features for the residents, such as door to door trash pickup, leash laws for the pets, and promote themselves as a nice, quiet community. Keep in mind, they do NOT enforce any of the rules. If someone parks in your garage space, they will NOT call maintenance to have the vehicle taken care of, you are at the mercy of the offender. You can walk through this complex anytime to find garbage bags sitting outside at any given time, they have vehicles parked almost anywhere in the complex, including blocking the street, they do nothing about that, they have animals running loose, they do nothing about that. But god forbid, you want to save a few dollars on your electric bill or want to save having cable running all through your apt, then NO WAY JOSE. I say, you need to skip this place, there are way too many other places out there that are offering specials, and actually have a management staff that cares about more than just getting the lease.
