Weird white dust everywhere

We had a carriage house apartment there, and it was 'interesting'. The noise was not an issue because we were pretty much seperated from the other apartments with that style of apartment. We really didn't even hear the garages below us.
However, there was this weird white dust that would just go over EVERYTHING. We pulled the air filter, and it was CAKED...I mean CAKED with white dust. Our dog had allergies very badly up until we moved out of that place.
The carriage houses are deceptively large, because people don't commonly have kitchen plates to see how small the sink is. It's like everything is just a little bit smaller, but in comparison to regular-sized stuff, it's tiny.
I really liked the staff there, because it seemed like they weren't actively out to hose me. I didn't see any unexplained sudden management changes like I was used to in Las Vegas. The main guy running the place at the time REALLY had his stuff together with keeping everything written down, showing us the dotted p's and i's. We didn't have any weird extortion tricks with our utilities... I mean, overall, it was a good, expected relationship with the management...which I was really happy with.
One thing worthy of note is that the water pressure throughout the complex was INCREDIBLY weak, and no one could ever figure out why. It wasn't just our complex.
