My girlfriend and I lived in this complex for a one-year lease, and the problems began nearly immediately.
1. We asked for several things to be fixed before we moved in. Instead of really fixing them (including a closet hanger that had broken), they jerry-rigged it (i.e. zip-ties) so that they wouldn't have to replace it.
2. There is absolutely no insulation between floors (which also must be about 3 inches thick). I repeatedly called the front office to complain about the upstairs neighbors, as we could constantly hear them, and lost a LOT of sleep. Despite this, nothing was ever done about quieting anyone down. You can also hear the neighbors to the side(s).
3. Toward the end of our lease, the clientele seemed to degrade from fairly decent people to people who looked like they just got out of the pen. I can't verify as another reviewer wrote that the Windsor began accepting Section 8, but a lot of people looked like they qualified for that as well as Section 9.
4. Crappy cars and lots of "accidents" inside the apartment complex, along with people just parking cars and leaving them for what seemed like months at a time. For the most part, I wouldn't recommend parking in the lot at all. If you want a spot, get a garage.
5. Increased problems with the gates. Toward the end of our lease, we felt more locked out than protected in any way. The sensors didn't work half the time, and the other half of the time the gates were just left open.
6. The price of rent - WAY too high for the style of living we expected from the complex.
7. And the coup de grace - cops patrolling what we thought was initially a nice place to live, looking for people and busting up what appeared to be drug rings.
If you decide to move here, good luck.
