How low of a rating can I give Pacific Cap Property Group'

I have lived at Highlands Village (now Maples at Crestwood) for 8 1/2 years.
I love the complex and love my unit.
Omni Properties used to manage the complex but they are now owned/managed by Pacific Cap Properties Group from the West Coast.
Since they've come to run the property they have run it into the ground.
They have turned it into a "Low Income" property and they have evicted most of the long time residents.
They have removed all of the vegitation and paved/rocked over everything.
They have the water off for days at a time and when the water is flowing, it is usually only cold.
They repainted and roofed the buildings but hired migrant workers and got what they paid for, the lowest price.
All of their relandscaping has caused flooding in the lower apartments and the roofing has caused flooding in the upper units.
They use any excuse possible to come in to our units as often as they are able.
They have walked into our place many times while we were in the shower or asleep.
They come in when we are not home and break items, and kick our pets.
They installed new monitoring devices which alert the fire department every time we shower.
They told us to turn down our heaters and open our windows to prevent the fire alarms from going off, which has only resulted in ice cold showers with the freezing weather coming in through the open windows and the heaters down to 60 degrees.
The only benefit to these folks coming to manage our complex is that now the rent has been lowered (dropped) through the floor.
The disadvantage to that is the quality of the complex and residents have dropped to match the rent.
There is ZERO parking.
They have either turned them into wheelchair ramps or repaved whats left into 4 foot wide slots.
All of us have had our doors dinged beyond repair by others opening their doors into ours.
The lighting rarely works and the complex is left in total darkness at night for weeks at a time.
There are shootouts, police and fire vehicles in the complex at least once a night.
The noise is unimaginable.
The new paint/roofing job left much to be desired and was shoddy at best.
You can see the last three colors in most places.
Paint was sprayed under our doors onto our carpets.
The rotting wood exterior was covered by aluminum siding but you can still smell the rot and decay.
Now that there is no longer any grass (except by the management's offices) and an almost non-exsistant maintenance crew, there are dog dropping all over the rocks and sidewalks.
Combine the feces with the mud from construction all over the property and include the fact that they never shovel the snow, and you have a pretty unsafe environment.
The new management team is always cranky.
They have a nearly 50% vacancy rate and they have asked us several times if we would like to leave.
Very few of them speak english and geting responses and competent work from them has been fruitless, so far.

I love my home, but I would recommend following Omni Properties if you have a choice.
Omni Properties has been the best management team (Headed by Kathy)with whom I have ever done business.
We are going to stay here only because we love our home, we?ve been here almost 9 years, and we hope to outloast this horrible new company.
Maybe they will go out of business!
My rating for Pacific Cap Properties Group and for the "New" Maples at Crestwood:

As Poor as one can give.
Horrible.
Nightmare.
I now live in a hellish environment and hate going home.
Pacific Cap, BAD!
