Office staff with animal waste mentality

Signs throughout say "Pet Friendly" but be prepared for a Soviet-style system that encourages residents to turn in animals who go to the bathroom on the lawn. The women in charge don't understand that this leaves room for false accusations: just because a neighbor doesn't like another neighbor, they will turn them in. One of my neighbors knocked on my door and began yelling at me because she thought I had turned her in for something. I told her she had the wrong person. This is how unhappy they are making people here. I don't know whether or not she believed me, but if I get turned in for something now - I'll know who it was and I'll know it was her effort at retaliating against who she thought turned her in.
I pick up my animal's waste 99.9% of the time, but I still have to see the letters that threaten a $25 fee for poop on the ground. The girl who used to be the manager (Stacey') here really turned me off the day I signed my lease when she went on and on about how we should turn in other neighbors if we see their dogs going to the bathroom. I should have stuck to my gut instinct and not signed. It's all they think about here I think. I thought to myself, "you worry about policing your own complex's poop problem and leave the neighbors out of it." This does not promote any sense of community whatsoever. I refuse to turn anyone in for a poop infraction even though I see infractions occuring. I have more to do than upset my neighbors.
I don't like to talk to anyone who lives here because people seem to be leery of others. I've been unhappy since day 1 of living here. Aside from the poop mentality they all have, these are my comments pertaining to the rest of the complex:
1. Extremely poor insulation: temperatures in one room can be 45 degrees INSIDE with the heater on. I can actually feel wind coming through the windows. I placed a thermostat on my pillow and it read 50 degrees one night.
2. Poor plumbing: low-flow toilets that require 4-8 flushes for a standard flush. One of our toilets is a normal toilet, the other is a low-flow. One works fine, the other is a joke. If this is how the rest of the complex is, I can see why we have high water bills. The community takes an average of everyone's water bill and we all pay our share. Another form of communism here. I'm paying for everyone else who also has to flush 5 times per going to the bathroom.
3. Poor lighting: This place is extremely dark at night in some areas. It doesn't feel safe walking the dog at night in darkness, especially with all the trees a prowler could hide behind. It's also difficult to see the animal waste in the dark, but I find a way to pick it up nevertheless.
4. High turnover at the office: have to deal with a new individual each time you call. Overall, they are very unfriendly and argumentative on the phone. What difference does it make to them though, since half them already have plans to quit I'm sure. To them it's just a job, to us - it's supposed to be our home, but they don't remember that when speaking to you.
5. Too many young punks: Everytime I turn around, it seems like new residents are moving in who are younger and younger. Now at night outside my bedroom window, this kid who looks about 18 or 19 has parties with loud cackling ----- girls laughing outside til 2 o'clock in the morning. First of all, it's 20 degrees outside at night, what are they doing outside to begin with' This happens at least 3 times a week.
6. Again, staff that do not like the residents. It's evident that they don't consider this OUR HOME, but it's just their next job in a line of many more to come. There's one guy who works here who seems okay though, he's new. He is actually alot friendlier than any of the women who work here. Also, the maintenance workers are all friendly. I have no problems with any of them whatsoever.
They have to realize that putting animal waste letters on EVERY RESIDENT'S DOOR on a Sunday night is a little much.
I have other comments, but if I were to put them the office would know who I was and I'm sure would begin to target me because I was just saying how it is. I can't begin to say how unhappy I've been here. You can't relax at all in your own home. With the mentality in the office being "out to get you", I'm sure I'll be cited for something soon. I didn't feel this much negativity coming from an office staff since my college apartment nearly 10 years ago. I just try to live quietly and by the rules, but I think they believe all the residents are a problem in one way or another.
