This change of ownership has been such a pain. The recent issue is double billing on the water/sewer/trash. They used to use Engergy Billing Systems. The last bill I paid was through 11/1/07. Now I get this bill from ISTA for the period of 9/12/07 to 10/12/07. Good Grief! Not only that, the bill was about $7 higher for a month. I wish the upper mangagement of BRE would get their act together. I am thinking that once my lease is up I am out of here.

I am having the same issue with my utility billing. Are you remitting payment to both companies, or have you chosen to send to only one-- ista or energy billing systems? I have chosen to send payment to EBS for my last month's worth of service. I REFUSE to pay ista, as it is BRE's error, not ours.

I have lived at one of BRE's other properties and they used ISTA as well. They are a joke for a utility company! They mail your bill so late that you literally have to send it back that day or it will arrive late and they will nail you with a late fee. Or you can pay online for a fee. Don't even think about trying to contact customer service about late fees, they will ignore your inquiry. Really glad I broke my lease and didn't have to continue to pay those clowns.
