good and bad

I have a mixed feeling on my life at Riverside Apts.
1. My initial thoughts before moving in, this place is great, good location (close to lightrail), close to the trail system, covered parking, choices in painting your apartment, and affordable rent.
2. My first 4 months in my apartment were wonderful, I enjoy my quiet, unlike many of my age group. I never once heard my neighbors for those 4 months, indoors or outdoors. I even met my upstairs neighbor and exchanged phone numbers if the need to alert the other that they were too loud ever arose, I never called.
This please soon faded after 4 months. My downstairs neighbor moved out and was replaced by extremely rude 20 somethings. The residents constantly fought with each other every single day and night, screaming and yelling for countless hours. When they weren't fighting with each other they were hosting rowdy parties with rude guests. Now I don't mind the occasional party, and am willing to overlook them on occasion. But when the parties went from being occasional to being a nightly affair things had to change. The parties were so loud that pictures on my wall would fall off because of the music, this isn't an exaggeration.
I alerted the management to their behavior and the community manager (very polite by the way) promised to contact them and put a stop to it. The situation showed promise for about a month, the residents were quiet, and even the fighting amongst them stopped. But, it soon returned with the same consistency. I again alerted the management, who promised to contact them again, and gave me the contact to the security patrol. The situation never improved past this point. Management I assume was trying as hard as they could to curtail the problem, but it never helped, the noise continued at all times of the day/night. I contacted the security patrol 35 times ... and they only made contact with the residents .... 4 times.
I eventually lucked out when my neighbors went through a domestic strife and one abandoned the other, forcing the other to leave as well because of budget concerns, I only know this because I could hear him talk this his friends at 3am while they were vacating the apartment with 2 months of unpaid rent hanging over them.
I was happy at this point, quiet life returned, the new neighbor has been extremely nice to me, and we never hear each other.
Unfortunately my quiet life has been short lived once again, I have new upstairs neighbors who again do not seem to grasp the concept of appropriate noise levels. I'm not going to bother contacting the management because as in the past its shown to do absolutely no good. I plan to leave this apartment in the next 3 months, luckily the lease allows this with little penalty on my part.
3. Site lighting used to be extremely unsafe, broken fixtures, missing bulbs, or just plane dark areas w/ no lighting. But the staff has made a recent effort to improve this. I've never felt unsafe, but I'm a little leery leaving my car when the garage is pitch black at night.
4. The staff has always been extremely helpful on the phone and in person. My A/C broke and was promptly replaced within 24 hours w/ an updated unit. While I have my doubts on how well they handled the noise situation, I'm willing to give them the benefit of the doubt that the residents were extremely difficult. Though I do wish they would make more of an effort when having a lease signed to remind the future resident that there are noise restrictions and in turn the management should enforce these.
My major complaint with this complex is noise, its obvious that these units were slapped together quickly and with poor materials. I should never have to hear my neighbor using the bathroom through the floor, that simply unacceptable. Makes me wonder how many building codes have been violated during the construction of these units.
