Lousy lease terms, good sized rooms, drafty in the winter and extremely hot in the summer

Years at this apartment: 2003 - 2004
This place was filthy when I moved in - had globs of paint in all of the sinks, dust from the drywall work was not cleaned up.
Needs new windows/insulation - is extremely hot upstairs in the summer and freezing cold in the winter. The hot air from the furnace is ok for the downstairs but is insufficient for the upstairs.
Select this place if you want to pay high heating and cooling bills.
