I have lived here for over 5 years now. Every year things have slowly gone south; the past 6 months, however, the bottom has completely fallen out...
College kids are OUT OF CONTROL here. The Horizons has begun to allow multiple kids to rent 1 unit (whether they know it or not; 4-6 kids in a 2 bedroom), and then claim no responsibility or enforce any action against the outrageous behaviors that the kids exhibit. These kids climb the balconies (theirs and ours), party outdoors until 3 and 4am, harass the children in the neighborhood (throw rocks at them, hide their bikes...); it has spun very out of control. The sad part is that The Horizons has ALLOWED it to happen, and then they DO NOT CARE enough to do anything about it; or they are afraid to confront these issues. These kids use private driveways for their party parking (good luck getting them up to move their cars so that you can get out of your garage after they've been drinking until 4am), and help themselves to your patio furniture when your not home (or they THINK you're not home). They take over the pool areas. Against Horizons "policy" they bring into the pool (and often break), glass bottles (beer, wine, liquor...). They will ask the children to get out of the kid pool so that they can put their chairs in there and drink, and I have had to leave the pool twice this summer (in the middle of the day) because these college kids were having sex in the hot tub. This all may sound good to some people, not good for raising a family. The complaints on this site about the "students", and The Horizons being an OVERPRICED frat house/dormitory are 100% true.
As for the property itself, it's ok. Maintenance used to be great, now it takes DAYS to resolve ANY issue. Roadways tremendously lack attention, mostly in the winter. And there are NO speed bumps, or cross walks (the college kids like to race each other home a lot). All but 1 pool (the one mentioned above) have rocks in them, and mold/rust/broken tile/cracked decking and hoses to keep them full (because of the MAJOR settling issues; more on that later).
The gym is ok...
The property is sinking/settling. Our town home has LARGE cracks from wall to wall, floor to ceiling. When it rains the windows on the south side allow water to POUR in, and the garage will flood 1-2 inches (after a snow melt or good rain). There is mold growing on our garage walls (yes The Horizons has looked at it several times, promising to fix it; nothing yet). Doors and windows have become hard to open/close (some don't open/close at all) due to the settling. The south doors and windows are so "gapped" that they allow quite a bit of cold winter air and hot summer air through in the winter/summer months.
The gym is OK...
Oh yeah, dogs... Great if you have one. But if not... be prepared. They run free, day and night, NO LEASHES. My child has been charged several time in our 5 years. The Horizons will tell you every time that they are not responsible for the dogs, it gets old. And MAYBE 5% of dog owners "pick up" after their dogs. The other 95% let your shoes do the "picking up" for them; it's a BIG problem. In the warm summer months, or after the lawn mowers "toss" it around, the smell of dog waste lingers in the air for hours. Lots of 50-75 pound dogs in 1 bedroom apartments (in some cases 2 large dogs to a unit).
And after all of the above, The Horizons is raising the rent 25%(for everyone; not negotiable); $250 dollars per month. For what' This place is most CERTAINLY over priced (unless all of the above appeals to you; then it's a dream come true), and we will be looking for a new place to live when our lease is up.
Oh yeah, the gym is OK...
