This place has declined, badly

Years at this apartment: 2007 - 2009
I moved into Indigo Creek in the Spring of 2007 and moved out in May when I bought a condo. When I first moved in, the complex was well kept and my apartment was beautiful. The worst issue I had to deal with then was the poor soundproofing between rooms. The neighbor who shared a bedroom wall in the apartment behind mine loved to sing. Loudly. In Spanish. Between the hours of 2am and 5am. This continued every night for a week until she miraculously moved out. She was replaced by a guy who liked to set his alarm to wake up to very loud country music every morning at 5am, and then go shower while leaving the music blasting away. Luckily, he also moved out within a few months.
Most notably, the type of tenant declined over the 2 years I lived there. When I first moved in, it was mostly singles and young couples. As time went on and the economy declined, it was not uncommon to see a family of five walk out of a 1 bedroom apartment. More small children would be seen running around the parking lot, or up and down the halls screaming. More abandoned cars (and people working on their cars) began to appear in the parking lot. Speaking of the parking, there was plenty when I first moved in, but soon there were more parties and if you came home later than 9pm any night of the week, you would have to park about 3 buildings away and walk back to your apartment. Also, the parking spaces were very large by my building, but people always tended to ignore the lines and park very close to your car anyway. Not a huge deal but still a pet peeve of mine. My car was never vandalized or broken into, but I saw a few cars with broken out windows every once in a while.
Then there was the upkeep of the grounds. The hallways are closed off by a door on each side, which is supposed to reduce wind noise (you can hear it anyway) but because of this the hallways are never power washed or even swept. One of my neighbors had a trail of blood from a leaking package of meat trailing from the stairs all the way to their front door that was there for at least a year until i moved out. Snow removal was decent for the most part, but there were not very many heavy snowfalls while I lived there.
Last but not least, there was the office staff. They are by far the worst thing about this apartment complex. I dealt with it because I only had to see them once a month or when I went to pick up a package, but they were just plain bitchy. I leased my apartment from John, who has since left, but even the girl who replaced him had an attitude. When you go into the office, they will look at you like you have just ruined their day and walked into their office to hand them a rent check. More than once, when I went in to simply drop off a check or pick up a package, they would tell me to wait because they are about to give a tour, and then they will take these new people out on a 20 minute tour and then sit them down and tell them all about pricing and availability, all while I stood there waiting for something that would literally take about 30 seconds. While I can understand when things get busy and business still has to get done, I should mention that the property manager (who sits behind a giant window) would ignore the office and pretend to stare at her computer screen if anyone would stand in the office. Lastly, one of the 2 girls in the office will do anything she can to keep her butt in her chair. Most notably was the time I walked in looking for my package and she replied that UPS had not been there yet, just as the UPS guy walked out of the back room. And it looks like these people will be working there for a while, because I highly doubt they could make it professionally anywhere else.
