We had a good experience - but it sounds like it really depends on what building you are in. We lived in building 1 on the second floor, street side and had no problems with noise or anything - it was a really quiet building. All of our repaires were made the same day. As far as the police being around the complex, I think that is going to happen when you live in a complex of over 30 buildings... Just my 2 cents.
