Nice looking but bad sound insulation

Years at this apartment: 2000 - 2001
 
The place looked nice but the sound insulation was terrible. My next door neighbor would play his electric guitar at 4:00am and the rental office didn't do anything. I could even here the guy next door snoring! The rent is very high for the poor neighborhood it is in.
