Decent apartments going downhill

These apartments seem quiet on the outside but you can hear neighbors' music and now that they allow dogs there's always a dog barking somewhere. Snow removal is not very good and driving over it makes for icy walking conditions. The water temperature is definitely a problem. I get scaulded in the shower at least 2-3 times a week if my neighbor flushes the toilet while I'm in there. Cabinetry and floors are old and in need of a serious updating. Rent is constantly increasing and NOTHING is included. You pay for your heat, water, trash...EVERYTHING!
