Noisey neighbor management condoned From: MixAve Date posted: 3/25/2008 Years at this apartment: 2006 - 2008   I started having problems with a tenant below me, just after I moved in because my flooring creaked when we walk and the floor insulation is so thin that she can hear us speaking as well. Still on-going, despite my complaints.Otherwise, beside the hot water going off every now and then, the building is a quiet one and an affordable price for this area.
