building 13 safety concern

Years at this apartment: 2005 - 2006
 
it's been years of people complaining about the back corner of building 13 and the lack of lighting. there are parking spaces there but unfortunately no one seems to feel safe enough to park there. how much could another light cost' isn't it worth a tenants safety' it would also help with the lack of parking situation.
